What kind of information do they check on when they do a background check on someone?

My sister is becoming a teacher and she is getting ready to do her student teaching next year. The university asked for a background check and she needs to get her fingerprints done and sent to the university. Do traffic tickets and bounced checks count as bad in this type of background check? She has never been arrested. I dont think they count but we want to get other’s opinoions.
